The loyalty of the Greeks to Rome was not manifested solely through the imperial cult, as is commonly believed. There was a particularly effective system of exchange between the emperor and the Greek cities, in which the emperor, respectful of the Greek tropism of the search for primacy, channeled the latter while imposing himself as supreme arbiter through the control and monopoly of gratifications.
