Is it enough to approve an urban planning plan for it to be implemented? ? Stakeholders and observers of the realities on the ground know very well that this is not the case. The local authority does not play alone on a chessboard cleared of opposing pieces. Its partners, businesses, owners, developers, promoters, investors, various professionals, as well as residents, have room to maneuver to influence the urban system in the direction that serves their interests or aspirations. For the community, it is important to understand the logic of these potential partners (or adversaries) before defining its development objectives and building its strategy. It will then be able to rely on the levers that the legislature has made available to it to steer the urban system in the desired direction: the urban planning code, urban planning documents and land use law, land policy tools, public equipment expenditure contribution schemes, and operational procedures.
It will be able, for each district, and according to its ambitions and means, to put in place the organization most suited to the pursuit of its objectives:
— allow the players, owners and operators, to freely adjust their transactions on a market which it will have nevertheless framed with precise rules of the game ;
— or intervene itself, taking the financial risk, directly or through a local public company ;
— or even negotiate with private stakeholders before modifying the urban planning document based on the project on which an agreement has been reached.
This book is aimed at local decision-makers, practitioners and professionals, as well as students and all those who seek to understand the driving forces of the complex system that is urban planning in our societies in the 21st century.
